Three proposals were developed in Alberta for strengthening future oil sands research in Canada. Alberta Energy requested that the Consultant evaluate the proposals and meet with the Proponents and with 24 key industry stakeholders. The Consultant developed a strategy which used a combination of an overall coordinating network and three technology-specific alliances to conduct both applied and longer term exploratory research. This strategy combined the best features of each of the submitted proposals. The results of the study were documented in a report "Oil Sands Research Strategy", September, 1992.
